Reporting

Does Riot actually look at what was said or do they go about the number of reports? What if everyone agrees to report a single player and if that player didn't break the rules would they still get a warning? Im asking because I got reported for it even though I never harassed anyone during the game. I admit the only thing I said that was wrong was that Lucian didn't deserve the penta (which he didnt because he missed the whole fight and i felt that my wording was correct) and everyone said you are reported for harassment. Sad thing is that that is not harassment in any way shape or form. Maybe if I said 5 or more times than yeah but just once is not harassment. Then I said that was not harassment and that false reporting is a threat to me because I did nothing wrong. I hope riot would look at the actually chat and see that I did not harass anyone in that game.
