Certainly its frustrating when you get in a game and one or more players just sit there. However, its another thing if they actually do have an emergency and need to go afk etc. Shit happens, life happens.

For instance, this morning I was a minute into a match, and the phone rang. I answered while playing, it was a neighbor, one of the dogs had got out somehow and was running loose on the street. I stated in game, "gotta afk a few, dog got out". Then went to get the dog. Probably took 5 minutes.

I got back, the game had logged me out for AFK time, logged back in and continued the match, which we won. After the match I get this LeaverBuster message to which I must type "I Agree". Not perhaps, providing a reason why I was gone for part of the match but notably, I didn't just go and abandon it but came back to finish it.

What was I agreeing too? I don't really know. But if it comes to a game on a computer vs stopping my dog from getting hit by a car - you can do very creative things with the game and all its hardware that would make a hooker blush. After 60+ games, maybe 1-2 of which I had any connection issues at all, making a stink about having to go afk during a match doesn't fit a pattern of conduct. I wouldn't think the other players complained, unless they can't read English perhaps, at least I communicated what was up.

Well even if life happens (I'm with you on that, fuck the game, my dog's life is more important) you still created discomfort to other players in the game. Now what you agree to is usually that you won't do that again but if you do that rarely, it will nerver result in a restriction/ban/low priority queue I can assure you that: it happened to me too. When you write I agree you are pretty much saying "I HAD to do it for a reason or another, but I won't do it again unless I can't do anything about it" that how I see it. If by afking a bit and typing "I Agree" I can actually do that important thing, as long as I don't get punished for it (if it's once in a while obviously) I don't really care.
