I should be able to do this and not incur a penalty, and I should also be able to report them for doing so. They will just queue up for another game, after clearly being toxic in chat, while I have to wait because I would rather dodge than to play with abusive children.
screenshot it & put in a support ticket. that's what i do when it's a champ select issue.
i can understand not wanting to play a whole game with whiny homophobic children just to get a chance to report them, so i definitely recommend dodging as well, but put in a ticket.
unfortunately, you just have to deal with the time penalty until there's a better system in place to prevent pre-game toxicity. but it's only a few minutes, i'd say you did the right thing.
