should new players without any previous ranked experience be allowed to play duo without runes or masteries on both partners? cause i just had a case where this happened and they fed the lane pretty hard and seemed to not have a very good understanding of the game.
runes and masteries aren't going to stop that. They only give a small early game boost to stats for champs. Good play will overcome not having them. You are referring more to bad play and the runes/masteries are just being tagged on for no reason. Bad play is bad play and no amount of runes/masteries can solve that.
Also who is to say they will have well planned out runes masteries? Mana regen on Zed? Full tank ADC? Just having them doesn't meant they are good.
