Why is this allowed in Ranked

I haven't seen a Soraka troll rack up that many deaths since season 5!

Because riot wont do anything to them unless multiple people report them.

I do believe that they have 0 respect for the game and could probably due with a permanent ranked ban.

It's not.

It isn't considered troll based on summs and champ and role. You are allowed to play whatever champ and how you want in the role. You just have to fill the role and try to win. So, troll wasn't in champ select.

Now, the 0/24 at 27 mins shows intentional feeding in game. That's when the trolling started.

This is why I don't go piss til we've all locked in. That way, if I think they are intending to troll; I just dodge it.
