So a player friended and then messaged me offering to boost my account and coach me for money. Where can I go to report the account?

Definitely report him. Not sure you know what extort means, but i definitely got click-baited.

Submit a support ticket to Riot. Include screenshots of the offers. Riot will handle the rest.
