Disable leaverbuster in bots.

Why is leaverbuster enabled in bots? Disconnecting from a bots game causes a bot on the opposing team to disconnect as well, so this doesn't even negatively impact your team. Every other competitive game has some form of gamemode that they can play for fun even if they only have 10 minutes, CSGO even has fully functional AI teams available offline for every map. The thing is, nobody even asks for offline bots, but removing leaverbuster penalties from a gamemode that already has a fix for DCs doesn't hurt anybody, and I don't think I should have a 20 minute queue delay because I have disconnected from bot games.
