Depends, what did you get banned for? Behaviour, account stolen, or a chargeback issue?
Permas tend to stay permanent. As far as I know, Riot tried a ban forgiveness program and had overwhelmingly negative results from it, so they scrapped it.
Unless a mistake has been made, you're out of luck. Sorry.
If it is a permanent ban, there is no way to get unbanned unless the ban was a mistake.
