Why are people like this

I run into waay too many people who say "report this person they sucked" then go sour when you say no or "why you're toxic?" , "Why you fed more?" etc.(The aggressor went 2/11, the person that "sucked" went 6/8) Now I don't know if he was toxic ALL game, all I know is immediately after the game ended he started flaming as if it's not punishable/doesn't count. Can people be reported after the game? Is that a thing?

People seriously have some internal issues they bring into league man. It was an ARAM too.....

Yes. If they do that, then definitely report them. The system also checks pre and post game chat.

If the wost behavior is in the post game or pregame specify in the report box that's when they were worst.

I got harassed because I had 80 cs to my enemy mids 100 and I was 1v2 the entire time cause jng camped me while our jungles spammed dragon and died oh but I'm the suck that should suck like wtf

The key is to not engage in anything that might be deemed as "socializing" or attempt to communicate with others in any way in this game. That is wrong and eventually, you will spiral into a toxic whirlpool of bans. Be warned friend.

I only report for behavior I personally see. If someone is clearly inting or being toxic in chat (regardless of whether they are on my team or not) then I will report, but I won't report someone for having a bad game or if their teammates say they are toxic but they haven't said anything in All Chat.

I may report someone for asking me to report their teammate for not doing well... it depends on how they phrased it, and whether the teammate in question was possibly trolling or not.
