think postgame chat should be taken into consideration in the tribunal system.

After around 50% of games, the postgame statistics window is filled with verbal abuse and negative behaviour. Is this something that the feedback system will take into consideration? If not, it should. Some players with negative behaviour have the mental strength to keep silent during a game but after the game is finished they raise hell in the postgame screen.

ps. Just finished a game that we lost and did not have negative/abusive chat during the game. In the postgame window my teammate wished that ISIS would take my family as hostage, rape them and behead them. I don't think this should go unpunished.

It is. The myth that it isn't came from the old Tribunal voting because they weren't presented with those logs, even though they existed (because nearly every case of abuse in lobby chat is accompanied by it in the game as well, so it's rarely necessary)

As Deep Terror Nami mentions, the champion select chat, in-game chat, and post-game chat are all evaluated for the purposes of instant feedback and other player behavior systems!

If somebody is being particularly bad in the post-game chat, you can take a screenshot and send it in a support ticket at support.riotgames.com.
