My smurf account says its chat restricted when I log in, but when I queue it says im banned

Title. it makes no sense. My other account claims to have a 10 game chat restriction, but apparently its actually banned? PS riot stop being stupid and banning all my smurfs in 5 games telling people to kill themselves isnt that big of a deal

What could there possibly be to flame about on a smurf account? Even if everyone else on your team goes 0/20 combined you should still have no problem beating up on lvl 5 accounts.
