Serious issue regarding toxicity within the community

So i played a casual game as Akali, and throughout the game the Xin Zhao was toxic. I get it, we all have bad games and what not. But he went above and beyond for no reason. He harassed the entire team and even in all chat. But instead of everybody reporting him (They gave the excuse "Oh hes carrying you guys', now mind you he fed them for a solid 10 minutes, and we still ended up losing' he's the reason you're still in the game stfu" and everybody reported me for asking nicely to just report him. I don't get how people can just let somebody be toxic towards everyone and play it off as "Carrying"... Has anybody else had an encounter like this, and if so how do we go about reporting and what not. is it viable to report the people giving him an excuse for toxic behavior?

his side: Doing well in game does not excuse him for having poor behavior nor allows him to harass others.

Your side: asking for reports is considered as harassment. Why do you need to ask for reports anyways? 1 report is all is needed to flag the system to check for toxicity. 9 people asking will give the same answer. Multiple reports don't get people punished faster.
