Why can you ban a teammates hovered champ?

Title says it all, it acomplishes nothing except it tilts your teammates and bring a negative attitude into the game. I understand if u ban an aatrox adc hover, but banning someone like amumu in jungle because you dont like the champ is just kind of rediculos and it acomplishes nothing.

Because some champions are high priority pick or ban and there is no guarantee that person will pick it just because he preselected it.

When I ban a champion an ally has hovered it's because they are low in pick order, they want a highly contested champion, and I've already mentioned all of this in chat to them. It doesn't solve all problems, but most people going for a highly contested champion won't flame you if you say "sorry but you're low in pick order and I don't want to risk the enemy getting X champ".

It works even better if you ask first pick if they can grab the champion for said ally. If they cannot you have another point on your side as to why it's a legitimate ban and not you being a troll.

Given your name, I'm pretty sure it was someone calling your bluff to see if you indeed throw a tantrum if your champ gets banned.

So that when two teammates are hovering the same champ, have the same pick round and are arguing over who gets the champ, I can ban the champ, one or both of them dodge out of frustration and I can get on with a game with a new team. Alternatively, same scenario, one or both troll the game because they're mad at me and I report them at the end and they risk punishment for their ridiculous behavior.

Because everyone has a right to remove a champ they don't want to see in a game according to riot.
