Are player reports actually effective?

So I was playing this normal game, and I got mid before anyone else, but this guy "who I will not reveal his identity", attempted to steal it from me, but I persuaded him to go ADC. BUT THEN, 15 minutes into the game, I gave a kill to the enemy LeBlanc, and this guy who was playing Tristana, started saying stuff that was utterly offensive and inappropriate, he said it's because of players Iike me the community is getting worse, and then I was trying to defend myself by saying as I quote " Please stop being so negative and offensive, I have done nothing to you to deserve this kind of verbal abuse from you." BUT he completely ignores me, and continues swearing and cursing, to the point where I was about to cry, because he was saying bad stuff about my mother, who just passed away a few days ago, I couldn't handle it and muted him. After the game ended my first instinct was to report him for verbal abuse, unsportsmanlike conduct and just being completely offensive. But I just wanted to know does Riot really look at player reports? Do they actually take action (e.g. perma-ban, muted etc.)? Or do they just ignore 90% of the reports? Because I just can't imagine our future filling with this kind of negativity, both virtually and IRL, and no one is taking action. Feel free to share your experiences and maybe I will recover from being extremely, extremely depressed.

First off: Yes it DOES get checked!

Second on if it even does anything: Well if you checked this section of the boards you should be able to tell that yes reports DO really do something. Might they take time? Sure.

I encourage you to look at the threads located here in this forum. You will see many cases of people being banned, and their chat logs (some accepting, others, trying to deflect and make excuses that their behavior was the cause of their punishment). Just because the pop-up in client doesn't occur after every legitimate report you make (The instant feedback only occurs if your report was the one that triggered the review and punishment), it still is factored into the record of their behavior in game.

Most of the cases of people being banned in this game are the results of a ban wave. NOT from being reported.

Look at the boards you're posting in and you'll see tons of people getting banned for saying bad things to trolls. People banned for trolling, not so much. But in your guy's case, he'll get banned after he ruins ~100 more games.
