Does an account that receives a 2 week ban ever fully "heal" considering reform is shown?

If an account that has previously received a 2 week suspension shows reform and descends in punishment tiers (from 2 week ban to 25 chat restrictions to 10 chat restriction) and doesn't get punished during this time/ever again, is this account considered fully "healed" and the 2 week suspension considered gone forever or will the 2 week suspension remain as a "black mark" for any future handling?

The situation I'm imagining is me asking Riot for help or a service (although I'm not looking for one, an example could be access to a PBE account) with something in the future, they go into my account history, see a suspension from several months/years back and then refuse to provide that service. Is this a possibility?

I've decided to reform but haven't decided whether I should continue on my old account or make a new one for a fresh start. If anyone has valuable input for my situation that would be great.

The fact that you were punished at one point will never go away, but I do not believe they hold it against you in seasons after you were punished in any way. I do not know if there is any official response to this or not though.

If you continue to show you've reformed it doesn't matter. The only reason it would be used against you in the future is if it was for MMR Boosting or some other serious offense in which the second punishment is always a permaban.
