A System can't decide, whether a Player is just having a bad game and/or is getting camped, ending up 0 10, or if hes just a 0 10 Yasuo who thinks, he could fight 1v5 and run it down mid. Consequences are: Some Players get banned for no reason. How can we reduce the amount of these "false positives"? Riot Supporter would have to watch the games by theirselfes to decide, if its just an autofilled challenger Player who got abused and ended up 0 14 or if its an inter. But thats pretty much Impossible. There arent enough Rioters to check all these games. So how do we solve this? We introduce a System which is simmilar to CS:GO's Overwatch System: 10 Players watch the Match of someone, who got reported. If the mayority decides, that the player was inting, he gets suspended. For spending these 15-40 minutes the person who watched the Match gets rewarded at the end. But how do you prevent people from abusing this System? First of all, Summoner Names AND Skins shouldn't be displayed. Why? Let's say, Player XYZ sees MagikarpUsedFly in the reviewed Match. Even if he didn't int, some MagikarpUsedFly haters are going to say: Yes he was inting, just to get him banned. It could also happen, that a famous Streamer was inting and his Fans don't want him to get banned. Then there are people who don't have let's say PAX Twisted Fate. It may be possible that this Person doesn't want other Players to have this Skin as well. Both Summoner Names AND Skins can influence the reviewer's decision. There can also be some other people, who don't even watch the Match and just randomly tick Yes/No to earn Rewards. There will always be people like this but it could be possible to make the reviewers have to note specific timepoints, where the reported Player was inting. Then a System compares the times and checks if people ticked simmilar times. There will always be people who try to abuse this System but if out of 10 people 6 or more say, he was definitely inting, it should be correct. But who is allowed to participate in this System? It's kinda hard to find an answer for that. You could make people with a high Honor Level be able to participate. The other Option is setting requirements like for the PBE Server. Regarding the Rewards: You should obviously only get rewarded if you actually were in the mayority. If you often are in the minority you shouldn't be able to participate in that System anymore. With this System you would have a lot more People who can actually watch the Matches by themselfes. In my opinion a human beeing can decide better, if someone is actually inting or just having a bad day. I have a lot of more ideas, but as im actually at vacation now, im writing this from my Phone. What do you think about such a System? Ofcourse this needs to get advanced a lot but I think, this actually could be a nice answer to those, who say, I'm getting inters in my team every Match and i can't do any more than just reporting them. By the way sorry for my London, writing via Phone is annoying :)

We used to have a similar thing called the Tribunal for text offenses. The backlog was months. It would go months before some cases were reviewed.

That system took players 5-10 minutes to participate in. It'd be near impossible to find enough players to watch an entire 40+ minute game to make that system work.
