Intentionally Feeding.

I think it seriously ruins the game. A League player <name removed> started feeding the enemy team from before minions spawning. 0/22/0 an obvious feed, yet the enemy team says they are not going to report him because he gave them a win? He was level 4 at end game while the rest of us were in double digits in level. How is this fair? We need justice.

It takes around 5 games of intense feeding for the system to realize he's not bad but just intentionally feeding to ban him. It's not perfect but atleast it's automated.

you don't need more than 1 person reporting him anyways.

more reports in a game doesn't mean someone will get punished faster.
