So my account got stolen, i managed to get it back i changed email and my password. But, when i try to log in it says that my account is permanently suspended..idk what guy that stole my acc did but its perma banned. Is there a way i can get my acc back i tried submiting the ticket but riot is not replying.

You are responsible for the security of your account. Riot is not responsible for that and that is the only way your account might be unbanned. Have a secure password and never share it. Don't fall for phishing scams that promise RP. Your account is gone and there is no way to get it back. It can take a few days to get a response, but working through everything can take a few weeks. The ticket has to first get through the queue (don't update or resend it; that just pushes to the back of the line).
Then, you'll most likely need to respond to a standard 'this is why you're banned' email. Stay polite.
Account thefts get investigated thoroughly, so be prepared to answer questions about the account history.
And remember, there's no guarrantee you'll get the account back.
There have been permabans reversed on stolen accounts, but, from what I can tell, Riot has to confirm that the account was stolen through no fault (i.e never shared) to the player, and the only bannable actions occured during the confirmed period of the theft.
