Should their be a way to combat tilted players in the pre-game?

This is not the first time I've had this happen, I usually tell myself that "hey at least no one else will have to deal with this guys BS for a couple of games" but wouldn't it be nice if there was something pre-game your team could do to combat jokers like this one, or reward the players that swap rolls with players like this one?
What if there was a way a team could vote to revoke the autofill protected status prior to the start of a game? or What if there was a way to grant another player the autofill protected status for swaping rolls?
I know this one would never happen. What if 4 out of 5 people on your team could vote for a rematch and to get put back into the queue?
