How do i enter into the Tribunal

tribunal is down since i think 2 years?

Yeah Tribunal has been disabled for a few years now.. it's said to be back, someday, but not any time soon xD

sigh.... comon riot, how hard is it to get someone to change the txt in the report system. it still talks about the tribunal, so naturally folks are confused.
