It's not generally a matter of just how toxic. It's a matter of what you say, how you say it, and how often you say it.
If you're toxic in one game, you probably won't be punished unless it's extreme. At the same time, being mildly toxic in many games or over a short period of time can get you permanently banned. The punishment tiers are as follows:
It is possible to get more than one of these if your behavior is mild or if you only misbehave very infrequently. Likewise, if your behavior is extremely toxic or inflammatory, it's possible to skip tiers. But even if you are mildly toxic, if you don't get the hint after the first punishment, you will keep getting higher punishment tiers until you get permanently suspended.
That's why it's not really a matter of how toxic you are, but if you improve after the "warnings" (10 game/25 game chat restriction).

As a note, chat restrictions suck. You get like one message every 3 mins. So basically I let my mid laner know I just saw enemy jungler in their area, then I had to wait 3 mins to call my adc a cuck.
I received a 10 game chat ban once. I was pretty toxic, nothing concerning the majors like kys, racial, sexist etc. However, plenty of wtf are you doing and calling people trash.
I'm pretty salty in a my games but I never directly insult the players, so I've stayed pretty safe. I'm not banned, just an asshole.
you dont hav eto be toxic to be banned all it takes is you misplayign and your team reporting u and bam
All you have to do is not do it in-game. I just had someone intentionally feed, have an incredibly racist name (which for some reason isn't prevented in name selection), and was using homophobic language against another teammate in the post-game lobby. I even posted a comment with a picture.
It was removed with the request that I "report the player instead", which I had done. That player is still active, playing, and inting. So just keep your awfulness out of in-game chat and you're fine, apparently.
