I got banned for hating on asians in an NA server, it shouldnt happen, since they joined a non native server to "grind" thats complete and utter bullshit and now it wont let me place a dicussion

The North America server is not restricted based on your IP address or country of origin. Whether they were visiting America, live here and are multilingual, or even if they're truly playing from another country; none of these are violation of the TOU and are perfectly allowed just as you are allowed to create an account on another server (or transfer your existing account through the shop).
What is not allowed is any act of racism, hate speech, or any other sort of discrimination through verbal abuse. Hence, you've received a chat restriction. Consider this your first warning from Riot and please avoid repeating such actions in the future.
So you got banned for being racist.
