Is riot ever going to make a decent report and punishment system?

Riot has an unfair report system that punishes retaliation rather than people who push and shove people over the limit to begin with, allowing bullies and toxicity to run wild in their community. You would think riot would care about this a little bit as it is the main thing that makes people quit the game and makes the game horrible a lot of the time. But instead riot keeps this system in place saying you should ignore and mute the people who bully you. Just take the put down and don't defend yourself. They protect bullies and quite frankly the more interaction I have with this system the more I lose respect for Riot as a company. Anyone have any ideas as to how to get their attention or how to get them to give even a little half shit about their community?
