Dodging Penalty NEEDS to be changed

Hi guys! I just wanna talk about the ban system for dodging. Today alone (in RANKED) i had to dodge 4 times and when I was up to 30min ban times. See i don't dodge normally and I'm not a fan of it. In Normal draft I feel people should play what ever makes them happy, I don't personally care, because I'm practicing and learning when i go into a normal game. So when i have to dodge a game because someone was full on toxic in champ select with his duo both of them banning other teammates picks. I just dodge because no one is happy and i want to move on from my champ being purposely band on me by my own ADC (total Ip lost: 3 with 6min ban). In my second ranked game today the following happened; one player wanted to play Yi and one person said "F**K you* and banned it on him. The would have been Yi playing took it upon himself to steal that persons champ. The player who had his champ taken INSTANTLY locks in Soraka. Soraka top with tp and ghost. This Soraka follows the Tyrendemer around for 10-20mins saying he was "SUPPORTING HIM" at 7mins into the game my Caitlyn ADC tells me to get my ass up to the top lane and be the new top laner. So here i go top after 2mins of saying that i didn't feel like it was a good idea or that i was not comfortable going up there as a Lulu support with a full sight stone and Spellthirf's into a roughly 8mins of free farming Ryze. we LOSE this game at 30mins, because no one wants to surrender (Total Ip lost: 21) Third game I lock in my champ first pick. I pick Rakan. my top laner starts to type up a storm on no playing a tank support after everyone locked in their champs. Mind you i ALWAYS look at my team to see their forecast so i can play what is right for the team. NO ONE shows anything so I just pick a champ I can shift the build on a bit if needed. I leave with roughly 5 sec left on the clock because this top laner and jungler were already harassing me in champ select and got the ADC to join them because "Rakan is a useless champ. Like you, you trash ass support" (Total IP lost: 3) Finally.. my fourth damn dodge. I get into champ select everyone is asking to trade roles and offer their roles. the ADC wants mid, the jungle wants top, and the mid laner wants support. The ADC OFFER the mid laner support. DOESN'T even ask if I am ok with it or want to give up my role first off. I kindly tell him I'm sorry, but I'm not comfortable with playing ADC in a ranked game its not a role I play a lot. The ADC gets horribly upset and starts going off in chat about how its all my fault he didn't get his role and how hes going to troll me and report me. The mid said he didn't care and he would just play mid. Everyone was trying to calm the ADC down telling him it's ok and that next time he'll get his role. He INSTANTLY locks in Kat... and then the mid locks in lee sin (taking it from the jungler. who foretasted). The top laner locks into Soraka. and the jungle is sitting here freaking the hell out, then LOCKS IN MY GOD DAMN RAKAN. So I Leave queue (Total Ip Lost 3 with a 30min ban)

YES, I know you can mute people and pings in game, but tell me how you mute a champion and its player out of your games, and personally i don't feel like people who do this stuff are actually getting banned anymore when you do report them unless they are a streamer, because every time I have reported people for this stuff, nothing.

I feel like riot needs to work on a new dodging system i can handle losing 3Ip but I in total today alone lost 30 Ip and have to wait 35mins, because of having to dodge and other plays trolling around in game. The system that is in place right now hits everyone and in ranked i feel its way to harsh on player to are ACTUALLY trying to play and improving on their ranks, and are the ones being punished for it.

Anyone got and tips or ideas on improving the dodging system?
