Why should they bring back a program that had less than a 5% success rate?
The only reason why I believe it wont work this time around is the sheer fact people want it back so they know how to cheat the system. They'll be nice for the time being until they get their account back, then go back right to how they were. Maybe not on their main account, but they wouldnt actually change. Or else if they did, they would have changed once they knew they were on thin ice, or when the program first hit!
There is an ongoing challenge on the board to get to level 100 honor 5 without any infractions on your account. It is significantly more difficult than Riot's previous challenge, and nearly impossible to complete by a toxic player. You can follow the link for more info.
On top of what Chermorg has already said in regards to 5% success rate, this is a program only caters to 0.06% of the population, which means it's effective rate is 0.3%
I would much rather them spend the same amount of time in developing a feature that has a much higher effective rate, so the developers can get a better bang for their buck.
Well, thing is, when someone gets chat restricted or banned, you just piss them off, riot does not understand that some people like the actual game and not the other people because of how they are.. If you bann someone they will make another account and play on it.. if you would focus on banning people that ruin the game as in feeding, trolling, it would make it better overall. Sadly thats not a thing in riots mind. I enjoy the game it self(other then plants in jungle) , but oh how much i dont like A LOT of the players that play.. got feeders, ignorant people, children that are younger then 13 and are not even aloud to play the game, even the trolls .. I also seen in aram that people have leveling bot's.. or at least int feeders .. but pretty sure its leveling bots.
Since so many banned players claim that Riot Inc. just bans players to make more $$$, I think Riot should let them un-ban their accounts if they pay a US Dollar amount -equal- to the amount they have spent on their account.
You've spent $700 on skins, champs and boost? Cool, they'll unban your account for an additional $700.
Make a minimum charge of $100, for those that haven't spent any hard currency.
It could 'reset' the punishment tier by one step, so it's like they've just got off a 14 day suspension.
Next punishment? Permaban (again).
My belief, is that most (not all) would end up permabanned again. There might be a few for whom the wallet-cost would encourage a change in behavior. For those, bonus! They get to keep their account. And they'd have my FULL support for their improved behavior and reduction in toxicity, Rito would get some extra coin (bonus for them) and the player would get to keep their account!
For the rest? Rito just makes for dollar$. LOL

I don't personally think Riot permabans to increase their wealth. I think they'd rather have a friendly and popular game. YMMV, obviously.
