Hextech locked from restricted players

Riot I think that excluding restricted people from this new Hextech thing is a little too much. The right thing to do is not to exclude restricted players or ex restricted players from a huge piece of this game. Especially how people get restricted is already messy, its easy for people to get reported on such small things and get excluded on a now, huge piece of the game. The hextech crafting thing is the only thing you can grind on this game and if restricted players cant get a reward from that, then they simply wont play the game riot... I am a ex restricted player and to put things short, I got a little toxic at a intentionally ranked feeder. I got chat restricted and cant use the hextech thing anymore until Im "reformed".
