I'm moving to lijiang china for a year but i want to keep playing lol...

Yes. You'll have high ping on the NA servers (possibly unplayably high), but China/Japan/Korea all have a very active League scene.
Probably a better question in the Help and Support subboards instead of the behavioral boards.
