I wouldnt touch it, until confirmed by riot its ok to use.
Worth mentioning that since this is changing settings on Windows firewall it will actually not change anything in the League client or files. The client will submit a request to connect to the IP of the chat server and that request will be blocked by the firewall. The client will probably just read that as a failed connection(like what happens now when your internet is bad) and it will just say you "can't connect to chat" but won't know why. So as far as I can tell it's undetectable by Riot and therefore they won't get you for it.
