DO i need to be honor level 2+ to obtain my diamond border? just wondering. Like is the border technically a season end reward? I'm very confused.

Yes, the Border for 2018 is a Ranked End of Season Reward. No technicality about it; just as previous years, the border is part of the rewards.

And yes, you do need to be Honor Level 2+ to receive it.
