This is getting ridiculous, 4 games in a row I've been forced to dodge. I just wanna play some Quinn and someone bans her because they think she's garbage. I've tried not hovering her but my name says that I'm a Quinn main. This happens so many times a day and I'm sick of it tbh. Aside from saving up cash for a name change any suggestions?

You could fight fire with fire and pick Ivern/Fiddle top with cleanse/ghost when they ban Quinn and force seomeone else to dodge instead of you.
It's a scum move but there isn't much else you can do against that, other than the name change thing.
Just watch out that the game doesn't go through by accident, be ready to dodge last second when nobody else does.
Have you tried hovering over a different champ other than quinn?
Never declare your character. Easiest thing you can do. I ban yasuo every game, so if someone declares him, I usually declare another character I’d like banned. Then when the Yasuo “revenge” bans my declared character, he’s actually banned the character I don’t want to play against.
I agree with nelogis.... You can go soraka top and ruin everyones game including yours (although people usually dont ban your champ in ranked since they also lose lp ... If its draft game fight fire with fire and troll because Riot doesnt provide a solution for that yet so thats pretty much your only choice:/ force someone else to dodge! One tip tho : dont pick your champion before the ban phase (very few people ban quinn)
Try hovering champions you believe others on your team also won't want you to play. When I'm planning on picking Quinn, I like to hover Jayce or another squishy AD top so that my team knows what the general game plan is and can plan around the comp if they wish. Then, when the ban phase is finally over, pick Quinn.
