Honor mastery - Banned account reactivation

Hi, a friend of mine had his old account banned for being toxic (he probably deserved it), but on his new account he is achieving honor masteries. I wondered if it would ever be implemented, that banned accounts could be reactivated by the account owner achieving a high honor mastery on a new account? Thanks in advance.
