Leave Bust help? Horrible system!

So I play LOL quiet a bit... before this problem... unfortunately I live in northern Canada... not a place known for great internet connection sometimes. so one day when the internet was bad my game kept freezing or crashing... which of course I would leave and get penalized for... I have such a large leave buster now though it has completely turned me off of ever playing LOL again. when I have to wait literally half an hour to even get an attempt to join a match (I know its only suppost to be 20 minutes but the counter has LONG seconds)

Anyway I can bring it down or get rid of it? I have timed it, it is literally half an hour to even join the que and then some one leaves a que and... well yea there is times where I have been waiting literally 2 hours to join a game.
