Chat restriction

There was this game i played not too long ago, and i do admit i was flaming, but why was i the only one that was chat restricted. When there were 2 other players that were more toxic than me, and saying a lot more stuff . i admit i deserved it because i got tilted at the beginning but why are some people banned and not others, is there really someone checking logs, or is it because i was the only 1 that reported them, while they covered for each other and reported me, and told the enemy team to report me too. And does riot not punish people for afk the game cause 1 person left.
