Is there a way for Riot to see the real accounts behind smurfs?

It's no secret that one of the bigger problems in the community is smurfs being toxic to other players just because they aren't putting their main account at risk. Most if not all of us players here have experienced this type of harassment and even though we can report them for being toxic, what good does it really do? I mean they can just jump from smurf to smurf insulting other people and rubbing "I don't care I'm a smurf" in our faces. As an example, I was playing in a ranked game with someone on my team by the name of "im toxic asf" (The irony) and when I wouldn't give up my adc role so he could play with his dynamic support, I got rained on with a bunch of various ways I should kill myself, one of them being "go into your kitchen. take a knife. and slit your throat." The rest was mainly him informing us about how he was a smurf and we were all bad at the game.

tl;dr Riot, is there action being taken against the people behind using smurfs primarily to be toxic and not get their main accounts in trouble?

they can trace the IP address and track what other accounts that've been on that IP, but they can't tell if it's the same person(Hence making IP bans very unwelcome). Sadly, Riot can't do anything about smurfs

yeah they can track the IP's so really a smurf doesnt mean much more to riot than another account associated with the "smurfers" IP adress

You can't stop someone from smurfing and you can't ip ban them cause you can't prove it was them and not a family member. I don't think smurfs are a big issue cause the ones smurfing to be toxic are few. People smurf for various reasons and none of them are punishable ( unless specifically to flame which will only get that account banned...eventually... ) , and for riot it's just another account that brings money to them.
