Why are we allowed to report the person we honored?

Accidental honoring is theoretically a possibility. I think we should work to prevent accidental honoring though.

You have 2 options. Honor someone that did not break the rules. Honor someone that did break the rules. Barring accidental honor, why should we honor someone that broke the rules? Honor means agreeable behavior. Breaking the rules is the opposite of agreeable behavior. When a person is able to complete a game without breaking the rules, only then are they deserving of honor.

Maybe they played a great match and were really enjoyable as a teammate, but they have an offensive name?

Or maybe you wanted to give them a neutral review sorta like a Yelp post. HEY THIS PERSON IS GREAT! But they intentionally fed and lost us the game. Great attitude though!

Just to add to the already said ideas:

Great attitude but afk for part of the game
You honored them by accident
They stayed calm in the game, but used slurs towards one of their friends.

Great shotcalling but toxic in chat? Nice in chat but gives up or AFKs partway through the match?
