Why is this community so messed up?

I am currently trying to level up a second account so I can redo my first set of placement matches to see if I get a higher rank. I am at about level 13 on the new account and almost everyone in my games is extremely toxic and flames everybody else constantly for mistakes that are nobody's fault but their own. I am forced to play blind pick because draft mode takes 10+ minutes to even FIND a game, and if you do, someone will dodge because they didn't get their role, which means 10+ more minutes of waiting for a playable normal match to level up. In blind pick, it is common to find the person that disregards the role calling system that has been in place longer than a lot of people have playing this game by just instantly locking their character and flaming everyone else. When you get into game, you ask the enemy team to report this troll for trolling and for being toxic. Half of them will say that they will, but usually the majority of them will say that they are going to HONOR THEM FOR TROLLING. <<That right there is a problem. Being that type of person is like being the person in CS:GO Competitive that doesn't report the hacker on their team because 'hehexd free win.' This behavior extends much further than pre-level 30, but it seems to be amplified in this area for some reason. My thought is that people that aren't level 30 and aren't smurfing like to watch youtube videos of high elo players to get better at the game. A significant number of people in high elo are toxic, and it carries into their youtube videos. The learning players might get some better mechanics from watching the high elo youtuber, sure, but they also get the high elo youtuber's toxicity and carry it into their normal games, where they take it to extremes. For a game that is supposed to be harsh on toxic players, and toxic behavior in general (trolling), why is nothing being done about this? It is very concerning, as just today I have had to deal with multiple people that were highly toxic (more so than my silver ranked games where my team is getting stomped), AND someone who stole my friend's role and forced him to play Fiora support while simultaneously flaming us and refusing to help the team protect our nexus turrets until 19:30 (they had been under siege for at most 5 minutes before that time). It is very frustrating knowing that people like that are getting HONORED FOR THEIR BEHAVIOR while people like me who are trying to play the game without having to deal with pieces of crap like that are getting reported for trying to follow the rules. Something needs to be done about this kind of stuff ASAP.

In low level games, the system hasn't really had much time to judge them yet.

play co-op VS ai.

Faster games + pretty much guaranteed wins = more XP

A few thoughts.

  1. free play, casual gaming.
  2. some of the people you are playing against that are trolls flamers are also the same people that smurf. You are experiencing the game playing with the alternate account they can sh*t on people on....
  3. I like the idea of stream lined roles that are not played, HOWEVER forcing someone to play a role they dont want is a bigger waste of time than just accepting the queue might be 3-4 minutes. I mean sure, great 1:30 queue... and 2 people in a role they dont want. o one talks in lobby or rounds out a team and then, you have to AT LEST wait till 20 min.
  4. blind pick is literally the troll pit. Draft is 1 step above and well, I have never waited 10 min. on a bad day yea it quest, people dodge. it ques people dodge.

My only advice is. I have my friends sorted. 'real life friends, gold, silver' etc. and I have a category for normal players that exhibit great attitudes and are team players. If the game is not even going to keep people that I BLOCK out of my games. I can at least create a category of good people. Try hard to queue with friends, it makes the sting of an idiot or two a lot less painful in game.
