More info for first 5 minutes if interested: Soraka had D/C'd cause of Comcast issues apparently, and early game like 4 minutes in I had said stuff along the lines of :

"Can you gank me Kha" "plz gank" "NO NOT FROM THERE FROM RIVER"

And then Nasus started hardcore flaming

So I said something like "Oh you want me to come mid? Thank you <333" So I went mid

He had lied a lot about stuff I said to enemy in all chat (which I think I have screenshots of also), but that doesn't matter right now.

I mean, I may be a little toxic, but how is this edgy and absolutely inappropriate shit going unnoticed?

and why is that not important? since WE do not know what actually happened with you and him. You might have also been toxic, its your word against his.

Games aren't manually reviewed, so if they didn't use any of the "zero tolerance" words/phrases, its unlikely they will be banned for that specific game. Its not exactly surprising if you know how the system works. "I hope you get executed by the Taliban" is not one of those "zero tolerance" words/phrases.
