What is the system of cheking if the person is Intentionaly feeding or he is having a bad day?Because people report other people just because they are salty or something else and i am not getting how are they distinguish the two.

It really doesn't matter, the system has a ton of over looked false positives. No system ever is 100% accurate, saying other wise is blatant lying, and Rito will deny any inquiry into the system, or logistics, because "it can be abused". Expect to be banned so they can milk you for more RP. It takes serious effort to even get in contact with a real person through support.

the easy ones such as running down mid / buying 6 tears are easy catch.

I've seen Riot Tantrum smite a player (complaining they got 14-day banned for no reason) by saying they intentionally press "S" to stop auto attacks during fights, refusing to skill up, running smalls circles (while they weren't in threat) within team fights.

It is possible to catch the more complexed ones, just that it'll require more games to verify the player isn't just bad.
