Riot mods please. You banned me for cheating, but what you must understand is that 
told us himself "Cheater is just a fancy word for winner" Meaning if you cheat you win. So why would you ban me for winning?

It's not okay to cheat in any means, whether its using 3rd party programs, use of DDOSing or effecting others gameplay. Etc. Cheating has always been a 0 tolerance thing with Riot and is even stated in the Summoners Code and the Agreements that you personally accept that you will not do or you will be punished. As far as i can see if you did cheat then you are rightfully punished.

Then that is something that you have to take up with your friend. Since Riot has no proof that it was your friend and not you. Your kinda out of luck. And there isn't much you can do otherwise. You could get lucky and they could let you off with a warning but I highly doubt that would happen. I am not saying you are lying but I am sure Riot has heard the "It wasn't me! It was my friend/ i got hacked/ etc" excuse alot and have no tolerance for it.

Isn't there a way they could check for changed IP addresses? I had my computer with me at the time and they logged on from a different computer. If a riot employee checks my account right now, they'll see that I've been clean up until the time my friend started the scripts

My issue with your story is that every time you reply you change something. First you said that you didnt really care about the account being banned you were upset about the amount of money you put into the game that you couldn't get back. Now your saying that you dont care about the money but you care about getting the account back. And no I dont believe that Riot has the ability to go in an specifically say "Hey this is a different IP address. Clearly its not this guy that cheated" Because that could just mean you cheated on different computer or area etc.

I don't think cheating is right and I never broke rules. I'm not really mad about the ban, just sucks that I had lots of rare skins and put so much money into the game. Just for it to get permabanned by a troll

ist sharing you're account against the rules? or did he magically know you're password? either way, if i spent over 1k in a game, ill be damned if i share my account, even with a best friend! the only people who i willingly giving access is like my parents or something encase i kick the bucket or end up in the hospital...and i am in my 30s. account sharing is bad...and if you got screwed doing it, its more so on you then you're so called "friend". if they where a good friend, in any matter they wouldn't have used or don't anything to get you perma banned. anyway, you need to be contacting riot, not the forums.
