So I have been permanently banned for being toxic several times. If somebody is sucking and so am I, I have a habit of being insanely angry and start screaming (CAPS LOCK) 24/7 tell players sell their PC's etc etc. I really would like to get un-banned, and would love the opportunity to become unbanned whilst I play on another account to show that I can redeem myself. Please an admin, reply to this and tell me what I can do.

There is currently no way to get a rightfully banned account back. Additionally, Riot has stated several times that they have no intention of creating a way to regain a banned account in the future. Their previous experiments -- some of which involved players hand-chosen for reform potential and personal conversations about the necessary improvements -- met with such a high failure rate that the practice was discontinued permanently.
You could start by not being toxic.
This isn't your first punishment from Riot. The other punishments were warnings that they would take your account away and never give it back. You ignored these warnings, and now you pay the price.
