My Awful Game With An Awful garen

This Garen in a game of mine with a few friends, used all-chat consistently to insult our team and feed our hate for this one guy. I'm honestly surprised he said all this, with reports and all that, which made me wonder. Did my report of him even do anything? Did my 40 minutes of time spent with this salty, name-calling Garen constitute to nothing? I really hope he gets banned or harshly chat restricted so no one has to go through what I had to. Please tell me he will be punished.
