While we all detest that happening, calling for roles in blind pick(I assume thats what your talking about), is a community created system and not endoresed by Riot. If the player went on to troll the game thats a different matter. While instalocking as annoying as hell, as far as I know its not actually an offence as long as the player doesnt troll.
