This is punishable, as it is harassing your teammates. You fixated on one mistake and based the whole game's outcome on it. If you had a previous 25 game chat restriction, this was the next step.

i've had 10-game chat restriction back and forth. three so far but never a 25-game restriction. the last two was about 1-2 months apart. I was pretty sure that the system would punish me worse and worse each time but I was mistaken. when does the system decide you deserve a 25-game restriction ?

If you don't reform, then you're given the next punishment. So I'm guessing you played enough positive games after your chat restriction.
