Because Honor isn't just a measure of "have I been punished in x amount of time", it's tied to your behavior.
Here's some questions for you;
- How often have you played since getting punished last year?
- Have you been using the chat during that time?
- Have you been using the chat negatively during that time?
Your Honor level isn't going to automatically increase over time. You need to play games, and you need to show good behavior for it to increase; if you're still misbehaving (even low-key misbehavior like defeatism and passive aggressive remarks will validate a report, BTW), valid reports will stall your Honor progress.
So ultimately, if you're not Honor Level 2 after more than a year since your last punishment...Odds are high that the problem is you.

do u play aatrox? does it matter? ur current rank will always be displayed in game as a border, regardless of honor level, unless u main aatrox, then that really sucks but thats really unlikely... season rewards are pretty dog shit unless u main aatrox, and even the victorious aatrox just looks like a different version of justicar aatrox, ur not really missing out
some common causes of not gaining honor is: telling people to stfu, telling them to shut up, telling them ur gunna mute them, typing the words afk, and especially, asking for reports after game. The system even scans for gg ez. u can shorten these words if u have to use them, but try avoiding them. I am not completely sure, but even typing the words iq could mean alot to the system, because people use the word iq to make fun of people

let me guess you got chat restricted a few times in past no1 honored you to get level 2 again. Get in the line you are not the first that is asking and posting that here. It was ruled for the last few years that you need level 2 honor for end season rewards, they even mentioned that they what reward people that are decent humans in-game and get honored and you can't be lower than level 2 if you had no chat or ban.
Idk, I get around 1-2 honors each game, sometimes even 3-4 if I hard carry.

I took a chat restriction from 4 down to 1 or 0 I forgot which, but I cleaned up my ways and got it back to 2 before the season ended and still got my victorious graves. I don't know if they changed thresholds since then, but it really didn't take me that long to get back a base level 2 by just controlling my temper better People get salty easily. So if you say anything to criticize you may get frivolously reported. Which I'm sure by the automated system will slow or halt your honour growth. Moreover if you're being negative you'll not likely get any honours unless you have some sort of super hard carry game. And since that is statistically rare, you aren't getting enough honour to grow
