HMm, reported an enemy who was spamming n word and the three forbidden letters in all chat all game, nothing happened, no pop up saying anything happened. Do toxic people even get punished? Report system seems to be a joke.

That pop up only shows up if your report was the one that triggered the actual punishment. So not seeing the popup, is no proof of the system not working as intended.

Checked his op.gg and he was still playing after spamming hate speech that hard as well, so what gives?
