low priority queue blocks access to entire game and chat

I think the low priority queue unfairly disadvantages players from being able to use the chat feature, profile options such as changing runes and also quite stupidly blocks the use of the store so Riot also earns no income during the time that the player is waiting. you can literally do nothing with the in game client while waiting for the low priority chat box to disappear.

this should be changed, i don't disagree with the low priority system, its my own fault if I had to leave and disadvantaged other players and I think longer queue times is an appropriate punishment however being block from the entire client during this time seems dumb. if i want to reply to a chat or do anything else within the client i have to leave my queue.
