What do you think of the ways bans and suspension is handled?

I'm in general agreement; if a player refuses to improve their behavior in spite of multiple warnings/punishments, they don't really need to stick around and do more harm. Riot gives considerable leeway for players to cut out their negative behavior.

However, I think they do still need to improve their feeder detection, increase punishment for afk'ing, and improve their communication to players on what minor chat offenses they punish and why they need to do it.

It's fine. You get multiple warnings prior, if you went through all those warnings and still didn't changes, that's the player's fault.

I'm fine with the punishment system for toxic chat. I just think they need to step up their punishment for afks/inting/trolling.

My personal opinion is :

Permament Bans should be exclusive for " toxic behaviour "such as:

  • inting , soft inting
  • hate speech , racism, homophobia
  • death threats
  • verbal assults

Other punishments such as suspensions , chat restrictions, low IP gains, Low priority que, disabled chat should be implemented for " negative behaviour " like :

  • calling smn bad
  • rage quits
  • mild harrasment
  • passive agressive chat
  • mild trolling ( banning smn champ on purpuse , stealing smns lane in ranked )

last example of negative behaviour should be punished only with low IP gains. With current system that prioritizes frequency of behaviour rather than both frequency and severity ( yea yea those 0,0001% cases where smn skips punishment tier are statistically equall to 0 ) with this above implemented guys that say " the only wrong thing hitler did is that he did not kill your whole nation " will be punished more severe than guys that said " _useless mid _ " and that imo is justified. IRL we have diffrent punishments for diffrent crimes League does not.

I don't think any automated system should be handing out permanent bans.

I think it should kinda be like Dota 2 and just put toxic people in low priority matchmaking for a set games but if they don't change just place them their forever instead of banning. Inting and trolling would cause permanent or temp ban.

the way riot is currently handling permabans is horrifible the amount of revenue lost just because of players afraid to spend money in the game is huge. No sane human being that has been punished even once by the chat restriction system would ever want to spend money on the game.
