WTF is this RIOT

How the hell is this considered bannable language at all riot. If I have a support who is legit inting the entire game and is wasting every ones time while also trash talking (which I reported him for and never got a message regarding him being banned so makes sense LOL) then how is this bannable. I seriously have lost all faith in your capability to judge what is bannable and what is game ruining for the majority of players. We lost this game because the kid AFK'd from bot lane and fed other lanes and I spent the time to explain to the other team that he was inting and why he should be reported seeing as he should be since trolling is a bannable offense.
