I got chat restricted for 9 games and during those i couldnt get chests or keys. after i finished those 9 games it still gives the message that i am ineligible and i cant get the one fragment i need even though i finished the reformation period. is this supposed to happen or a bug?
Yes, this is supposed to happen. You will be able to earn loot back once you start showing consistent, improved behavior in your games. This can take anywhere from 1 or 2 weeks to even a few months (based on claims I've seen from other players). The amount of time is different from player to players. It's entirely dependent on your behavior and how quickly you show improvement.

I think it takes around 3 months for it to go away? It took me around that time for me to get loot drops
This is the single stupidest thing Riot has come up with in their foolish quest to "reform" players. That and tying the pointless "mastery rankings" to their useless crafting system. If Riot were actually serious about trying to create a positive community, they're going to have to try much harder than that.
Remember, you can still spend your real-life cash to get loot! Cha-ching!
