So i wanna know if i can get banned for using this,it only changes the skin. I dont understand anything on the site but my friends tried it and it worked just wanted to know if i can get in trouble for using it.

as far as this is true and it does not contain something else that triggers their detection you should be ok. However, as mentioned, it's always a "use at your own risk" scenario.
so the final question is, what weighs more to you
your account as is, or being able to use custom skins that only you can see at the p0ssible risk of loosing account

It's not often that Riot bans for programs such as skin changers, but if Riot feels like any one of these skins that are provided gives some sort of additional advantage, they're going to start banning for it.
